The cuneiform toponym Qiltu refers to a Levantine settlement known from the Amarna Letters to have been subject to Egypt, by reason of its dependence on its ruling city-state of Gimtu. Qiltu is identified with Keilah at the site of Khirbet Qila, located squarely in the transitional zone between the Shephelah and the Judean Hill Country.
On the basis of textual indications, the settlement's local allegiance appears to have been contested—in the Amarna Period at least—between Gimtu and Urusalim.

Leadership and Administration
Qiltu was a dependent town of Gimtu in the Amarna Period, based on Šuwardata’s reference to it as “my city” [EA 280:23], the focus of contention between Gimtu and Urusalim [EA 279-280; EA 289:25-28; EA 290:14-18]. The settlement likely formed the contested south-east corner of Šuwardata’s domain.
